It's the brandy spankin' new British Astute Class SSN, HMS Astute (S119).

As for the "unusual" feature of the boat visible in the photograph, it appears that there are people in both the forward and aft ends of the sail. Probably a lookout station. But its hard to tell due to the poor quality of the photo.
